Abstract

The two main approaches to the concept of poverty which appear in the literature have generally been considered to be in conflict (Sen, 1979). The first approach considers poverty to be a matter of value judgement or, as stated by Orshansky (1969a, p. 37), poverty, like beauty, lies in the eye of the beholder.
