Abstract

Twelve years after the Anti-Ballistic Missile (abm) Treaty emerged from salt i and seemed to drive a stake through the heart of proposals to build a Ballistic Missile Defence (bmd), they are once more in our midst as an element of the strategic debate. President Reagan’s speech of 23 March 1983 revived the issue. What has come to be known as his Strategic Defense Initiative (sdi) has been a major theme of strategic discourse in Western countries since then.
