Abstract
The support of research and development (R&D) in science and technology — its extent, structure, rationale and the way in which criteria for support vary from country to country — are matters of great interest to any student of scientific, industrial and societal policies. In the US, USSR and Western Europe, defence R&D is of especial import in view of the resources allocated and their effect on other possible priorities.
