Abstract

The world can offer such a variety of challenges to Western maritime interests that it is difficult to know where to begin, or which to treat in a brief chapter. Essentially these challenges fall into three broad categories: political, economic and military. In an age of nuclear deterrence the first of these three is the most important, so let me begin with it.
