Abstract
In almost every draft treaty on disarmament that has so far been put forward either by West or East, there is to be found a section on control. This is so whether the treaty in question is concerned with partial disarmament or general and complete disarmament. In the English-language version of the treaty, the word traditionally employed is ‘control’, while in the Russian version the word kontrol’ is used. Since the Russian and the English texts are both supposed to be equally authentic, it might be imagined that ‘control’ means the same as kontrol’. Unfortunately, this is not so.
