Abstract
My purpose is to review with you the state of America’s defence recovery — with particular emphasis on naval forces — and then discuss the key role technology plays in that recovery. Though there is good news to report, much remains to be done. Part of the reason for the good news is that we are getting a balance — at long last — in our approach to the development of military technology. As you know well, the West relies upon advancing technology to compensate for numerical weakness. In recent years, however, the cost of technology has threatened to price an adequate defence out of our budgetary reach.
