Abstract
The main purpose of building control that is common everywhere within the European Community is the preservation of public health and safety. The principal requirements therefore relate to structural stability, safety from fire and protection against health hazards from the water supply and from sewage, and against heat, cold, humidity and noise. There are additional aims, however, which differ between the EEC countries, relating to the conservation of resources (such as water and energy), economy and efficiency (for example, standardisation of components), convenience (such as the space requirements in housing) and amenity (such as land use and aesthetic control).
