The Papers presented in these volumes were presented at the 24th Annual Conference of the International Institute of Strategic Studies in September 1982. It was a conference devoted to one of the most ambiguous, imprecise and elusive aspects of security: that of the domestic political factors influencing defence policies, doctrines and burdens. This is one reason why the subject has generally been unexplored in traditional strategic studies. The other is that, as long as domestic consensus on these matters existed, there was no real pressure to address them; that idyllic state of affairs no longer exists.
