Abstract
The conflicts in the South are increasing in number, scope and intensity. The traditional foundations of our human existence, the existing social and economic structures as well as international relations are being widely destroyed by sweeping processes of development. Helplessness, uncertainty and destitution are gaining ground, bringing in their wake despair and impatience. There is an increase in the number of wars of all kinds and thus also in the number of dead and of refugees. Some regions suffer particularly from conflict, or are incapable of dealing with conflict. In these regions war has almost become the norm.
