Abstract

Fixed time operation of signals where the cycle time and green time splits do not alter during the day is usually an unsatisfactory method of control. It produces long delays to vehicles travelling through the intersection and frustration to drivers who are held at a red signal without any conflicting traffic streams being apparent.
