Abstract

According to the United Nations’ estimates, more than 40 million of the world’s population suffer from significant mental handicap. The numbers will rise to 60 million by the end of the century (WHO, 1976). Most of them live in rural areas and are virtually unreached by services. Many impairments in the Third World are the result of acquired disorders such as severe malnutrition, or brain infections following a period of normal development. Many could be prevented or treated if we applied existing knowledge in the form of simple low-cost measures (WHO, 1983).
