The Decline of Pressure, 1974–5

In June 1974 Senator Mansfield, in what was coming to be regarded as an annual event, introduced yet another troop withdrawal amendment. By this time, however, some of the favourable conditions of 1973 had disappeared and the Senate gave less support to the Majority Leader’s proposal than it had nine months earlier. This change of mood resulted from developments in both domestic and international politics.
