Abstract
The explosion of a ‘peaceful nuclear device’ by India on 18 May 1974, must be considered a watershed in the perception of the nonproliferation issue: If the problem appeared to be a difficult but manageable one before the Rajasthan test the general assumption after the Indian step was that things were threatening to go out of control. Ever since, it has been feared that the dam could definitely break and the world would be confronted by a rapidly growing number of nuclear weapon states.
