Abstract
The recent aggravation of the international situation caused by aggressive imperialist forces is accompanied by an increasing urge on the part of the US and their NATO allies to reimpose “cold war” conditions on the socialist community, not only in the sphere of interstate political interaction, but also in other areas, including East-West trade and economic, especially scientific and technological, relations. This may be illustrated by the embargo on deliveries to the USSR of modern computer facilities, oil-drilling equipment and other kinds of high technology and advanced machinery, an embargo enforced by the United States and supported by a number of other Western countries; their intention is to reinforce the existing obstacles and create new ones to the socialist countries’ access to high-technology products, to scientific and technological exchanges, as well as to regularise and internationalise the discriminatory measures and to differentiate them in respect of individual countries according to political and other motives.
