Abstract

The decision by President Carter — that the United States will not now produce the neutron bomb for deployment in Europe — will be welcomed by all those who have been striving to avert further escalation of the nuclear arms race. However, it would be a mistake to think that this decision is entirely, or even mainly a result of public opposition to the neutron bomb organised by the various peace groups.

This paper was written soon after the American decision in 1978 to suspend production of the so-called neutron bomb and is published primarily to demonstrate how quickly and radically the perspective in these matters changes.
