Abstract

When the Authority first addressed its mind to the provision of news, which was early in that crowded month of October 1954, it was thinking of three aspects of news and three possible ways of providing it. It saw the three aspects as spoken news and newsreel, news commentary and ‘balanced’ discussions. Section 3(1)(c) of the Television Act had placed upon the ITA the duty of satisfying itself ‘that any news given in the programme (in whatever form) is presented with due accuracy and impartiality’, but had said nothing about the arrangements for the procurement of news, nor, of course, what was meant by the little word ‘due’. It seemed that only the Authority could decide that.
