Abstract

The title of these remarks — ‘SALT Verification: Who is Deceiving Whom?’ — seems to pose the question of whether we are deceiving the Soviets or the Soviets are deceiving us. In fact, we have been deceiving ourselves; and the Soviets, for their part, have been only too pleased to help us do so.
