Abstract
In this chapter the Soviet SWR is discussed in a systematic way and the GDR system briefly. It has already been mentioned that the Soviet system is a classical, direct system and that it was used by other countries of the Soviet bloc until the second half of the 1960s more or less. Therefore the analysis of the Soviet system will be at the same time also an explanation of the system in other countries in the 1950s.

M. Kabaj (International Labour Review, no. 2, 1966) contends that in 1945–55 in some branches the adjustment coefficient for over-fulfilment was 2–3.

According to E. Liberman, Ekonomicheskaia gazeta, no. 5, 1965, sales as an indicator were supposed to be assigned to branches whose products were still in short supply.
According to a study carried out by the Gosplan in cooperation with research institutes, deficiencies in planning and incentives are listed among the reasons for targets not being fulfilled in productivity. (See V. Mosk-alenko, Planovoe khoziaistvo, no. 8, 1971.)

The price fixing authorities were hampered in their efforts by a directive that neither consumer prices nor the agricultural sector were to be adversely affected by the revision of wholesale prices. In addition the price authorities had to work with cost calculations of differing degrees of accuracy.
