Discontinuities in Social Attitudes

Abstract

Changing social attitudes can have major impacts that need to be taken into account in the planning of industrial or public sector investment. The particular theme of this chapter is discontinuity in social attitudes, i.e. a change in the rate or direction of movement, the occurrence or timing of which would have been difficult to predict yet which had, or could have, significant implications for industrial or public sector planners. Some trends may be sustained for a period with small enough divergence for these to be useful for the purposes of market forecasts or for industries or services with appropriate response times. Such cases are not the subject of this contribution.
