Abstract
My Lords, when we last discussed this subject, on the occasion of the Finance Bill in the summer, the position was very grim indeed. Funds were pouring out of the country at a disturbing rate. Rates of exchange were sustained only by the lavish use of support from abroad. The Press and the clubs were reverberating with hints or fears of imminent devaluation.
