Abstract
The task which faced the government after the revolution was formidable. Russia was suffering severely from the effects of almost three years of war. Industry was deteriorating. New equipment was very difficult to acquire. The transport network, especially the railways, was not equal to the demands placed on it. Essential fuel supplies and raw materials were not reaching their destinations.
