Abstract
As we have argued earlier, even in ‘normal’ times wage bargaining in the public sector has a significant impact on pay negotiations throughout the rest of the economy. In consequence successive governments have sought to influence the general level of pay settlements throughout the economy by limiting the size of settlements they are prepared to concede to their own employees.
