It is interesting but not surprising that Dowling was the only political prisoner to establish a reputation as an artist—not surprising when one considers that only one thousand political prisoners were sent to the colony throughout the whole period of transportation. Generally articulate and educated men, they took on an importance out of proportion with their numbers. Many were quick to take up their pens and denounce the penal administration—a course of action which led to a great deal of publicity and controversy.
