Following the review in the previous chapter of the impact of the rise in oil prices on the energy scene in Western Europe, an attempt is made in this chapter to evaluate the repercussions of the change in the energy situation on capital formation in the major industrialised countries, by examining the new policies they are adopting and what they imply for financing requirements.1
