Before attempting to draw together the many threads of discussion that make up this book it will be useful to look at the development of those preferential schemes based on tariff quotas in operation and to see what particular advantages and disadvantages are emerging. At the outset it has to be stressed that it is still relatively early days for these schemes and there is insufficient data and evidence to permit any hard-and-fast conclusions to be drawn. At the very best little more can be done than to indicate the way things have been developing, and also to suggest where additional work and study could usefully be employed.
