Abstract
In the preceding chapter the role of the State in inservice training was discussed; here we turn to the Government’s more direct role in training provision through state or public agency manpower-training (and retraining) programmes. At the outset, then, the question arises: Why direct state provision of training? While many arguments are advanced to justify this role of the State in training provision, they may be subsumed under three main headings —market failure, stabilisation and equity considerations; these we discuss in turn.
