Abstract
One of the by-products of the Yalta Conference had been a provision (included in the final Protocol of i i February 1945)for meetings of the Foreign Ministers of the three Great Powers ‘as often as may be necessary, probably about every three of four months’ in rotation in the three capitals.1 There had been no opportunity for such meetings between the dispersal of the Yalta Conference and the forgathering of the Big Three at Potsdam five months later, but at this latter meeting the machinery for consultation between Foreign Ministers was given definite and formal shape.✳
