Abstract
In politics as well as in research on development, conceptions of socio-cultural discrepancies frequently form the basis for the choice and application of measures as well as for scientific explanation or prognosis of processes of change. We usually find that normative conceptions of economic, political, social, educational, hygienic or other cultural goals are critically compared with different actual situations. Accordingly, measures are conceived and applied in order to diminish or abolish these discrepancies between goals and reality, and, mostly on the basis of experiences gained in developed societies, corresponding expectations are combined with the measures applied.
