Future Soviet Policy towards Western Europe

Any attempt to analyse Soviet policy towards Western Europe during the next decade must begin by looking at some of the fundamental factors which lie behind the Soviet Union’s attitudes and outlook towards Europe. Certain assumptions must be made about Europe and about the Soviet Union, its government, and broad attitudes to international affairs during this period. Only when this has been done is it possible to draw some conclusions about Soviet policy towards Western Europe.
