The Government of Great Cities

Abstract

I must begin by attempting to limit my field somewhat. There is an immense literature about modern cities, and in particular about the form of city which is distinguished from others by several rather clumsy titles — megalopolis or the metropolis or the conurbation. These have slightly different shades of meaning, and I have chosen the phrase ‘great city’ partly because it is better English, but also because it can cover these various aspects without implying judgments about history or politics.
