The professionals of politics make party organization possible. Without full-time officials, national parties would be the opposite of nationwide organizations: they would be small cliques of men meeting in isolation. Whether in the Palace of Westminster or in a hall in a constituency, full-time party officials are needed to ensure continuity in organization across time and space. They make sure that party meetings are held at stated times, and that materials meant to be circulated are circulated. The work of the party is thus freed from total dependence upon the goodwill and whims of the volunteer. The professionals of politics are specially competent in activities as varied as filling out forms for postal votes, drafting an election manifesto and hiring poster sites. In turn, this expertise increases the complexity of party organization, for parties become differentiated not only by institutions, but also by the functional skills of their staff.
