The Community and the Mediterranean

Abstract

As an emerging political entity, the European Community is going through a process of defining its geographical limits and of establishing the mode of relations it is to have with its neighbours. On no other part of its periphery has the process been as accidental as it has been towards the South. To the extent that conscious criteria guided the Community a decade ago, when most of the legal and economic decisions with which we still live today were taken, these have in part become dated, in part been overtaken by events, and in part replaced by new criteria which stress the Community’s wider responsibilities.
