Abstract
Part at least of our problem ought to be hard and practical. How many skilled fitters, expert citrus growers, economic forecasters, textile chemists does Turkey need? How do, how should the donors contribute to their production? For all the experts and sophistication, even questions such as these are baffling; and often loaded.
