This book is mainly concerned with people, the way they are used as the chief resource in aid development, and more particularly in the field of education, using the term in a broad sense. That development is really about people seems sometimes to be lost in a miasma of regulations, administrative restrictions, pockets of in-built power, whole volumes of the results of conferences which frequently result in little, if any, positive action for the human beings who are the object of the operation.
