Rome was a small city that became an empire — indeed to subsequent history, the Empire. Even after the Republic came to be governed by emperors and no longer by a senate, the legal code continued and brought, over a vast area of the world, justice and peace. These are both relative terms, but their meaning was obvious when a trader could go his way, if he cared, from Syria to Britain or from the Atlas mountains to the Danube without fear of anything more than disease, discomfort and petty theft.
