The Problem

So far I have offered a highly simplified but reasonably comprehensive historical sketch. Other categories could be used, and many sub-divisions. The categories I have used are fairly ordinary terms such as historians cannot avoid using, however much they stress the uniqueness of events. But they are based on usage, not on any theories of what constitute the significant relations in government. Perhaps implicit in this, however, is something more systematic and more clearly based on true theory.
