Once the Allies had concluded the Treaty of St Germain, they quickly lost interest and left Austria to grapple with almost overwhelming short-term economic problems and the long-term problem of adapting the remnant of an empire to the scale and requirements of a small and weak state. In particular, there was the burden of a top-heavy bureaucracy and of a great capital city which had lost its imperial role.
