Abstract

Defining the areas to which different regional policies should apply is a fundamental aspect of strategy. Much of the current discussion of policy alternatives in Western Europe relates to this question, in particular to the alternatives of broadly defined development regions and narrowly defined growth points. To understand the debate requires examination of the theoretical possibilities of regional delineation.
