In the preceding lecture I tried to set out the main features of the Classical Theory of Commercial Policy and to pass in review certain criticisms to which it has recently been subjected. In this lecture I want to discuss some of the reasons for the comparative lack of success of that theory in getting itself adopted in practice and to enquire what morals this has for us in framing principles of commercial policy applicable in the present age.
