Abstract

The ILO’s migration plans had fallen victim to the Cold War, but though the ideological struggle between the United States and the Soviet Union was to cause further inconvenience in the future, the conflict was also to provide the Organisation with a unique opportunity to develop its activities, especially in the field of human rights.
