Abstract

The general theme of this Third World Congress of the International Economic Association is ‘The Future of International Trade’. My purpose this afternoon is to talk about its past. When the young son of Harlow Shapley, the eminent astrophysicist, was asked on the phone whether Doctor Shapley was there, he replied, ‘He’s not the useful kind.’ Many of the distinguished papers at this Congress are of the useful kind, but I warn you that mine is not. This is an honorific occasion, and mine is an honorific function.
