Although Netherlanders in the later sixteenth century came to see the reign of Charles V (1506–1555) as a golden time of peace and plenty, it has become clear that the elements which broke out into the flames of civil war under his son, Philip (1555–1598) were already present. Not only was the subordination of the country’s interests to those of Spain implicit in the elevation of Charles of Ghent to the thrones of Germany and Spain; the prince who ruled so many dominions, and so absolutely in Spain, had little sympathy for the traditional privileges of his subjects in the Low Countries. What Philip II attempted to complete, his father began.
