At the Congress of Berlin in 1878 Lord Salisbury by word of mouth to Waddington had as good as given the French a free hand in Tunisia, and had later confirmed this through Lord Lyons, the ambassador in Paris. Waddington had wanted to take immediate advantage of the situation, but MacMahon seems to have thought such a step premature.
