Theclerical sector has long been regarded as the last bastion of ‘hand’ work, performed from time immemorial according to certain recognized methods which it would be difficult to imagine could be affected by technological progress. Since the principles of scientific organization were applied relatively late to offices, work methods and organization as well as human relations have long retained their artisan character in the clerical-administrative field.
