When a pervasive technological change is taking place, and at a rapid pace, papers (such as this one) written about it are apt to have the characteristics of eyewitness battlefield accounts. The local conflict looms large, the larger pattern of strategy is but dimly apparent, and any forecast of the outcome must be made largely in terms of outmoded concepts of warfare. The analogy cannot be pushed too far, but mindful of its implications, we shall try to take as broad a view of technological change as the size limits set on this paper permit.
