Contradictory Aims in West Africa: the Failure of the Cardwell Policy, 1865–73
The first and most promising attempt to put Cardwell’s policy into effect was made on the windward coast. The sudden and startling possibility of Anglo-French rivalry in the region between Sierra Leone and the Gambia presented an excellent chance of fulfilling the recommendations of the Select Committee.
