Channels of communication, control and command are provided within the French state between the Government, which is responsible to Parliament for‘determining and directing the policy of the nation’, and the permanent civil servants who carry out that policy in the daily life of the French people; and between the Ministries in Paris and the locally elected councils of provincial France, which have a limited responsibility for the affairs of their respective districts: the 95 départements and the 38,000 communes of the‘hexagon’ (see Map 10).1
