The classic definition of democracy ‘Government of the people, by the people, for the people’, is a splendid slogan but it means whatever anyone chooses to make it mean. Even in Britain its literal meaning is only approached by the Parish Meetings (see page 4) where everyone has his say. It is simply not possible in modern states for millions of people to have an active part in the day-to-day decisions of government. Before we look to see how various democracies set about getting the next best thing to total democracy, we might dispose of some systems which are not democratic.
