The newly appointed CEO Melissa identified her first major hurdle as one of breaking down the boundaries between departments in the government agency she now leads. She had observed that the agency—like most government departments—is organized around several “silos.” From Melissa’s early observations, this organization is predominantly structured around functions. This is particularly evident at the senior management level. The team that ought to be the least divided and most cross-functionally focused—the senior management—is disjoined and doesn’t operate as a team.
