Abstract

Breivik’s operational phase had a long timeline and was complex of nature. It became a highly dynamic process, with a substantial amount of unpredictability involved. Most importantly this chapter illustrates how even the most ruthless terrorist acted under a number of constraints. Furthermore, uncontrollable factors such as coincidences, luck and bad luck did have an effect on the operation and the targeting process.
